It was normality to marry someone within the same class, and was frowned upon to do anything different. The importance of class is evident when Cathy says: if the wicked man had not brought Heathcliff so low, I shouldnt have thought it [not to marry him]. This signifies how in this piece of literature Heathcliff is opressed by the rigid class system, and becomes a victim in the way that class is the very thing that prevents Cathy Heathcliff marrying. The fact Heathcliff is told every day how worthless he is and how lucky he is to be in a decent house provokes his hate towards the separation of their society into classes. As of the way Hindley treated him like a servant and degrading him, Heathcliff shows pure hatred towards him. He also exposes this putrid manner towards the Lintons, whom in time changed Catherine, in a way to believe she was much too good for Heathcliff. We are first made aware of how much class is going to affect Heathcliffs and Cathys love for each other when Catherine is attacked by dogs, in which the blame lies upon Heathcliff. The Lintons then describe him as: a wicked boy quite unfit for a decent house. Although it is hardly frowned upon to marry someone from a different class in todays society, this novel remains relevant on the human condition by the fact that it portrays how someone will do truly anything in their power to be with the person they love with, which is of course shown by Heathcliff. The fact he has been placed in a lower class differentiates how Cathy shows her love towards him, forcing Heathcliff to try and better himself. This even results in Heathcliff attempting to drive Cathy mad with jealousy, by marrying Isabella. In his pursuit of Cathys love, he manages to destroy all around him, affecting his own self. This means that Bronti could even be supporting the upholding of these conventional values. Initially the answer would seem to be no, as the reader sympathizes with Heathcliff; the gypsy oppressed by a rigid class system and constantly referred to as imp or fiend. But as Heathcliff pursues his revenge and persecution of the innocent, the danger posed by him to the community becomes apparent. Like other novels of the 1830s and 40s, Wuthering Heights may really suggest the necessity of preserving traditional ways; to prevent danger to the world that is perhaps even unnecessary, because fighting for this cause still wont get you what you want. This helps us understand even if we know that ultimately we cannot obtain what we want, we will still fight for it the best we can; part of the human condition. Cathy is so induced by this system of class, she thinks of class as part of the reason to marry someone or a reason to love. Cathy thinks of Edgar as a way of elevating her position in the community, which can be seen when shes talking to Nelly (and I shall like to be the greatest woman of the neighbourhood). Because Cathy is so interested in society, it comes to a point where it corrupts her love for her own family. This is apparent to her relationship with Nelly; before Cathy was seduced by this idea of high-society, she regarded Nelly as just as important as her own mother. Though now, Cathy treats Nelly with disrespect, and even attacks her, much to Nellys anger: O, Miss, thats a nasty trick! You have no right to nip me, and Im not going to bear it. This is important on the grounds that this represents the human condition in a way that we can all be deeply influenced by something to hurt the ones we love. By a range of devices, Bronti shows how each character is motivated. Throughout the novel we see how human motivation encourages a huge change in Cathy. At the beginning of the novel Bronti portrays her as a content, free, family-orientated girl. For illustration, the novel says Cathy was hardly six years old, but she could ride any horse in the stable. This shows that Cathy was not yet influenced to be ladylike or prosperous, and was still a kindred spirit. She is still portrayed as this wild young girl, until the point where Heathcliff and she are spying on Thrushcross Grange, and are attacked by dogs. When they are found by the Lintons, Heathcliff is merely sent away deemed as a wicked boy quite unfit for a decent house. However, Cathy is invited into the house, and the Lintons show her a whole new way of life, judging by her new concept of class, and anew sense of etiquette. The reader is told that her remaining family have noticed her new self, especially Nelly: there lighted from a handsome black pony a very dignified person. The fact Nelly compares Cathys change to a horse links in with her love of riding horses, as shown earlier in the novel. Now this change has occurred, we now see how Cathy is not only motivated by love and fun as she was with Heathcliff, but by more shallow things perhaps, such as wealth and appearance. She is shown to be motivated by wealth when she discusses Edgar with Nelly (and he will be rich). She in fact talks about Edgar in such a way that she deserves this wealth and life of upper class. You can see how shes motivated in a shallow fashion when she says to Heathcliff: if you wash your face, and brush your hair, it will be alright. But you are so dirty! This shows that now, after these new found motivations, Heathcliff has to change how he is to acquire to Cathys needs, and in order to be loved by Cathy. On the other hand, Heathcliff is driven by one thing only; his animalistic and pure love for Cathy. Although he is motivated by love, other things quash this motivation, such as cowardice. Heathcliff is jealous of what she sees in Edgar, and tries to tell Cathy he loves her, without success. He is close to declaring his love for her when theyre arguing, and he says: the crosses are for the evenings you have spent with the Lintons, the dots for those spent with me to show that I do care. Fuelled by his love for Cathy, and how is world is centred purely on her actions, Heathcliff does some very spiteful things, condemning him as a gothic character. For example, he marries Isabella purely to induce jealousy within Catherine. The novel shows how Heathcliff feels that if Cathy had not become a lady of etiquette with new motivations then they would never have been separated. This can be seen when he says: Because misery, and degradation, and death, and nothing that God or Satan could inflict would have parted us. With the human condition in question, this is important because it shows how humans can feel hatred not towards a person exactly, but towards the actions and changes that occur in that person. In the novel we are also shown by Bronti how certain circumstances like loss and jealousy can change someone, and their condition of humanity. After his wife dies, Hindleys character changes dramatically. Before this loss, he loved his family dearly, and was content with his life. However, after her death, Hindley is subdued into a world of alcoholism and fury, to the point where he endangers the lives of his loved ones. This is shown when Hindley carried him [his own son] upstairs and lifted him over the banister and actually drops him. Hindley is also affected by jealousy. Because his adoptive brother, Heathcliff, was favoured by his father, he had to endure being shadowed by Heathcliff all of his childhood, until his father died. Considering this, Hindley grew up to hate Heathcliff, and eventually destroyed Heathcliff, using him as a servant, placing him in a lower class. Therefore, Hindley indirectly ruined Heathcliffs chances of obtaining Cathys hand in marriage. In conclusion, I feel that the novel by Emily Bronti helps us to understand the human condition in a way that no other novel does. Her unique way of showing love within the novel meant that she didnt just show the initial attraction of love, but how it can corrupt ones other feelings and thoughts. Bronti s use of language within the novel displays the emotions and motivations of the characters successfully, and gives a great sense of the reality of the human condition to the novel. Impact of Colonialism on Indigenous People In 1492, Columbus sailed the ocean blue. Observed on the second Monday of October every year, the federally recognized holiday celebrates the achievements of the Italian explorer Christopher Columbus. But because his arrival brought murder and slavery to indigenous peoples in the Americas, activists have attempted to rename this holiday to Indigenous Peoples Day. Though Indigenous Peoples Day aims to reframe the heritage narrative in the United States, many indigenous people around the world are forgotten, including the people of Kiche in Guatemala who are on the verge of being pushed out of their homeland. With roots as far back as 2000 BC, the Kiche were among the few Maya groups who survived after the decline of the great Mayan Empire. After the conquest by the Spaniards and Kaqchikel neighbors, who allied almost immediately with the Spaniards, in 800 AD, the fortunes of the Kiche changed virtually overnight. Their lands were seized and they were relegated to the status of laborers for their new, colonial landowners. Little has changed since that time. In a country where, Mayan descents constitute roughly 51% of the national population, ethnic diversity makes Guatemala a nation of immense human richness having its own cultural identity. However, discrimination against indigenous population is undeniable in Guatemala. As of today, 10% of total land is in Indigenous hands, which is not surprising where 85% of the nations land is owned by less than 2% of the population. In response, the Guatemalan government did provide about 5.2 million acres of concession areas for indigenous communities like the Kiche to take care of. However, areas controlled by the government undergo the most deforestation. Nearly 40% of Guatemala is covered by forests, making illegal logging a widespread issue that threatens the livelihood of people who rely on forests for survival. Critics blame uneducated campesinos clearing land for agriculture as one of the prime culprits. Though this does represent a threat, there are bigger threats, including lumber companies, and organized crime. Nevertheless, the government does not seem to have the political will to eradicate the dilemma. Some Kiche members, living in the highland Ixil Maya municipality of Nebaj, are actively protesting logging companies exploiting lumber on private lands. While the Indigenous Authorities of Nebaj issued a statement asking the government to take action, they declined to act and simply issued a statement that they are planting new trees for every one that is cut down. Eliseo GÃ ¡lvez, the deputy executive secretary of the governments National Council of Protected Areas, testified that for years, judges and the forestry police, have failed to coordinate this complication. Or perhaps, this very reason could very well be that the Guatemalan Ministry of the Economy actively promotes the investment of companies interested in exploiting the countrys nearly 2 million acres of forests. Timber companies arent the only ones contributing to the deforestation efforts. Drug traffickers have cleared large swaths of forests to lay down clandestine airplane landing strips and roads to haul through drugs. Galvez added, Now it is even more complex because of the influence of illegal actors who are using the park to move migrants and drugs north. In some parts of Guatemala, the narco-led deforestation annual rate was reported to be about 10 percent. In response to the crackdown in Mexico, drug traffickers began moving south into Central America around 2007 to find new routes through remote areas to move their drugs from South America and get them to the United States, said Kendra McSweeney, an associate professor of geography at the Ohio State University. But while bribes keep government officials looking the other way when it comes to deforestation activities, local activists and indigenous people pay the consequence when they speak up. As one of the highest homicide rates in Central America, kidnappings and extortion are not uncommon to indigenous people who may not have the economic ability to pay up, leaving parents to instead pay human smugglers to get their children to the United States, away from the crime. That in part helps to explain why large numbers of unaccompanied children began arriving in the United States starting in late 2013.

Principles of Fairness in Taxation Is it true to say that some forms of taxation are fairer than others? How might the present taxation system in the UK be improved to make it fairer? Ideas about the fairness of systems of taxation will always be subjective. Whilst wanting to enjoy the protection of the state and other benefits that taxation can provide, few citizens will be as keen to pay their taxes. There is little argument against the principle that taxes should be paid – the more difficult question is what constitutes a fair tax system? Adam Smith was one of the first economists to try and address the issue. He devised four principles for a fair tax system: that citizens ought to make a financial contribution to the state according to their own income and ability to do so; that taxes should be certain rather than arbitrary; that the collection of taxes should be done at a time and in a manner that is convenient for the taxpayer and; that taxes should be kept as low as possible and involve as little time and expense to the taxpayer as is possible. In a more modern setting, Smith’s principles can be summarised as equity, certainty, convenience and efficiency.[1] Equity of taxes is perhaps the most important of the principles. The Poll tax protests of the early 90s show what public reaction can be like if a tax is widely believed to be unfair and the Council Tax in place today continues to court controversy. The tax forces people on low incomes to pay out up to thousands of pounds a year in tax, with rates often dictated by central government. It is also unfair as the levels of council tax can vary greatly according to the efficiency of their local council. People on the same income living in different areas of the country can have vastly different council tax bills, with no great difference in the quality of their local services. Again, it appears to be the poorest that suffer – the poorest in the UJ pay four times as much as the rich as a proportion of income.[2] A contrary argument in respect of council tax however is that taxation should be agreed more at a local level when possible. 96% of taxes in the UK are levied centrally [3] More flexibility for local councils and the involvement of local people into taxation and spending decisions could help ensure that local needs are better met. Central Government cannot always make the correct local decisions and communities need to have the capacity to respond to local issues. There is certainly evidence that the UK tax system as whole is unfair and weighted so that the poor have a proportionately larger tax burden than the rich. Looking at all taxes paid, the poorest 20% of the UK population pay 42% of their income in taxes as opposed to 34% paid by the richest 20%.[4] The administration of a tax system should also be fair and efficient. Whilst self-assessment in the UK has helped improve this to some extent, a large part of the administrative tax burden in the UK is still with the taxpayer and this is unfair. Also, with a complex tax system, administration becomes even more expensive with small businesses in particular having to find funds for tax experts to conduct their tax affairs. Fair taxation also entails that citizens have a good understanding of the taxes that they have to pay and that the legislation for taxation is clearly defined. Poorly written legislation will always be open to misinterpretation and accusations of unfairness. Some taxes in the UK, such as corporation tax or VAT are often misinterpreted and this can again be seen as unfair on those who pay more simply because they do not have their own tax expert to make the most of the legislation for them. The confusion amongst UK taxpayers as to how and when they pay their taxes is clearly a weakness in the system. A summary of the principle taxes collected in the UK is required in assessing the fairness of the UK’s system. There are three types of tax base within the UK system; income which includes income tax and corporation tax; wealth capital which includes capital gains, inheritance tax and stamp duty and; expenditure which includes value added tax and excise duties. The income tax base that includes personal income tax and corporation tax is the tax that provides the most revenue. Total tax receipts for 2005/06 were an estimated  £483 billion and income tax provided 28.1% of this income.[5] There are however arguments that current levels of personal taxation are unfair. The Tax Reform Commission for example suggests that the basic rate of income tax should be set at 20%, that the personal allowance should be increased to  £7185 and that the 10% rate should be abolished altogether, something that would see 2.5 million of the lowest paid people stop paying income tax altogether. [6] Some personal allowances within the income tax system do already help in terms of equity – for example those over 65 have a personal allowance of  £7090 before tax compared to a £4895 allowance for those under 65. What is clear however is that the current levels of personal taxation against the lowest paid in the UK seem inappropriately high and should be reconsidered. National Insurance is a further example of this. Like income tax it is a direct tax on earnings yet different in that that it is linked to certain social security benefits. In practice however there is little relation between National Insurance payments made and benefits received for many individual contributors. There are a number of failures in the UK’s personal taxation in terms of fairness and it is the least well off that suffer Including income tax, NI contributions and loss of tax credits, somebody working 30 hours a week on the minimum wage can pay a marginal tax rate of up to 70%, plus the likelihood of further penalties through the loss of means tested benefits.[7] The marginal tax rate is much noticeably lower for those with a higher income,. There are certainly reforms that could improve and make fairer the current personal tax system. Reduced personal taxation, increased personal allowances and a reduction of the basic rate to 20% would help with this. The abolition of tax-free employee benefits and allowances would also simplify the system and a merging of income tax and National Insurance should be considered. Capital gains tax is the primary tax collected within the wealth tax base. It is a tax levied on gains made from the disposal of assets by individuals. The timing of this tax allows planning by the taxpayer who can prevent the accruing of excess liabilities – in this respect the tax meets the requirements of certainty. It had generally been seen as one of the fairer taxes from when indexation allowance was introduced in 1965 yet this can be questioned in more recent years since the indexation allowance was abolished and taper relief. Introduced. The timing of capital gains tax is also relatively fair in that it allows taxpayers to plan their returns to prevent excess liabilities being accrued. Inheritance tax is the other principle capital tax. This is seen as an unfair tax by many of the middle classes who see it as an unjust tax on properties and savings that their parents have left for them. Inheritance tax brings in substantial funds for HM Treasury with an estimated yield of  £3.3 billion[8] , yet a fairer system suggested by the Tax Reform Commission would be a shorter term capital gains tax on death excluding the family home – for many citizens liable for inheritance tax, the inclusion of property in this tax is seen as the most unfair aspect. Finally, there is scope for making business taxes in the UK fairer and more appealing to investors. The current tax rate of 19% for small companies is fairly low in comparison to international standards, yet in other areas such as relief on capital expenditure, rules on inward investment and taxation of overseas profits, UK taxes are less attractive to overseas investment. Changes to aspects of business taxes would help small businesses in particular and seem fairer to those who pay them. The complexity of business tax is also seen as unfair by many small businesses. It increases the cost of running a business the administrative burden of tax regulation on UJ businesses currently runs at  £5.1 billion, equating to 0.5% of GDP. [9] The fairness of taxation systems is a contentious issue. Some systems of taxation will always appear fairer than others, yet this will largely depend on who is paying them and the financial position of the individual. In the UK today, the burden on the lowest paid initially seems unfair, yet the richest in society will argue that a higher tax on their wealth is a disincentive to enterprise. The middle classes will see something like inheritance tax as unfair, whilst the poorest will see it as perfectly reasonable. A lower overall tax burden for UK citizens is desirable and lower tax margins for the poorest would undoubtedly make the system fairer. More radical proposals such as the introduction of a much more simplified flat tax have been mooted, yet it is improbable that such a system could meet the demand for public expenditure in the UK today. The basic principles of Adam Smith should still apply to the system of taxation in the UK today. Taxes should be fair, certain, convenient and efficient and whilst the UK system does not fully meet those criteria at present, tax reform should continue to work towards this standard.
